PHED forced to act, 20 AEs reverted to JE

ITANAGAR, Jun 23: Surrounded by barrage of criticisms, the department of Public Health Engineering Department (PHED) on Thursday was forced to revert alteast 20 functional Assistant Engineers (AEs) to their original post of Junior Engineer.
After considerable pressure from many corners, the Commissioner PHED issued this fresh order on Thursday.
This has been effected after Governor JP Rajkhowa had pronounced a ‘decree’ on February 10, 2016 directing all Secretaries and Commissioners to immediately cancel and revert functional, officiating and out of turn promotion of officers in work departments.
In its order No. SEC/PHE-63/2016, the Commissioner has directed the junior engineers who were serving as functional AE to report to Superintendent Engineer Itanagar Circle Cum Coordination Naharlagun. Sources informed The Arunachal Times that Chief Minister Kalikho Pul’s government is mooting for strict implementation of Governor’s order that was issued during President Rule.
Highly placed sources informed that Chief Minister Office has already approved the cancellation and reversion order of functional Executive Engineers of PHED.
Earlier, many functional officers challenged the Governor’s order and got it temporarily stayed. In some cases, the court has quashed the petition ruling in favor of the government’s decision. It is also reported that despite repeated reversion order issued by the department concern against their respective officers on functional and officiating basis, many officers are still enjoying the functional posts ignoring the decree. However, in many cases, functional officers have been posted in terms of seniority due to delay in conducting DPC . These officers are accommodated in functional posts on temporary basis. Though the Governor JP Rajkhowa had issued order in February, it has been repeatedly ignored by departments.
NEDA seeks increase in NLCPR
Guwahati, Jun 23: In view of gradual decline in the resource allocation into the Non Lapsable Central Pool of Resources (NLCPR) for the Ministry of Development of the North East Region (DONER) and the North Eastern Council (NEC), North East Democratic Alliance (NEDA) has submitted memorandum to the Prime Minister to make budgetary provisions for the 10% of funds to be deposited directly with the Ministry of DONER.
Initiating a discussion on the issue at NEDA meet in Guwahati on Wednesday, Arunachal Chief Minister Kalikho Pul proposed that an appeal be made to the Prime Minister to make budgetary provisions for the 10% of funds to be deposited directly with the Ministry of DONER.
He was speaking at the meeting of the NEDA at Guwahati which was chaired by BJP National General Secretary and North East in-charge Ram Madhav.
The forum endorsed his proposal and consequently submitted a joint memorandum to the Prime Minister, which also asked for greater autonomy and resource allocation to the NEC, through the BJP National General Secretary Ram Madhav. He assured the house that the matter would be taken up and the necessary directives issued at the earliest.
The petition, signed by all the leaders of the NEDA stated that at a time when the fund allocations to the Ministry of DONER and the NEC should have increased with corresponding rise in cost index, it is ironic that it has stagnated for the last 6-7 years.
This has greatly impacted the rate of growth of the infrastructure and economies of the northeastern states. Sanctioned and ongoing projects are lying incomplete and retained projects are yet to take off due to the paucity of funds.
It called for greater empowerment of the Ministry of DONER and the NEC to serve as an effective vehicle for transferring resources and capacities to the northeastern states.
The forum also deliberated on the significance of the NEDA in relation to the Act East Policy thrust of the Prime Minister and emphasized that a platform like NEDA would be key to its success. Since the Policy looks at creating a corridor of commerce, trade and culture through the northeast and into the larger South East-Asian regions, it will be critical that all the States in the region think and act as one. Surrounded as it is by 5 countries, the role of the NEDA in consolidating thoughts and action could be vital.
“The strategic importance of the states in this region, whether as a buffer to the claims on our territory by China or as a corridor to the economies and markets of South East Asian nations as part of the Act East Policy, need hardly be underlined. And therefore, the role of the NEDA in converging aspirations and action would well prove to be a game-changer”, Pul said (CMO)
Hanging bridge collapse
ITANAGAR, Jun 23: A 21-year old hanging bridge over Pare river collapsed on June 21 last cutting off people of Dakte Hoj village from the rest of the world. The bridge which connects Harhapa, Prayer Centre to Dakte Hoj village under Dakte Hoj Panchayat of Toru circle, Sagalee collapsed as trees fell over it, informed Hoj Youth Welfare Society in a release.
NEDA: Developmental mandate for NE, Pul
ITANAGAR, Jun 23: Arunachal Chief Minister Kalikho Pul called for the North East Democratic Alliance (NEDA) to reach beyond its political mandate and said that the platform had tremendous potential to also carry a very effective developmental mandate for the northeast region.
He was speaking at the meeting of the NEDA at Guwahati which was chaired by BJP National General Secretary and North East in-charge Ram Madhav and also attended by Assam Chief Minister Sarbananda Sonowal, Nagaland CM TR Zeliang, Assam Minister and NEDA Convenor Hemanta Biswa Sarma,former Mizoram CM and President of the Mizo National Front Zoramthanga, Assam Minister and AGP President Atul Bora, MP and National President of the National People’s Party Conrad Sangma, President Bodo People’s Front Hangrama Mohilary, MLA and Working President UDP Paul Lyngdoh and Ranoj Pegu President Ganashakti.
Taking part in the deliberations, Chief Minister Pul expressed that NEDA constituted of 2 core ideologies. The first is the emergence of a non-Congress political leadership in the northeast and the other being the idea of coordination. These two together have a lot of potential in the context of the region, he said.“Since the region does not have uniform aspirations, such a forum is critical and will emerge as a major coordination platform to jointly address the issues that confront us all”.
The crucial meeting of the NEDA, which was convened to work out the framework for creating a region wide network of like-minded non-Congress parties, resolved to have a Congress-mukt northeast, which would be replaced by the development driven governance of the NDA.
Underlining the political need for a viable alternative to the Congress, as well as the developmental and strategic importance of the northeast, the leaders of about a dozen regional parties agreed to work on consolidating the strength of these parties and bringing even smaller regional parties into the NEDA umbrella. This would be concretized further with the first Convention of the NEDA proposed on July 13 at Guwahati.
“Regional political parties are often seen as having very little potential of extending their scope and ideology beyond our States and our regions. That is where I think that the NEDA is vastly different. Because of the fact that the present government, under the leadership of Narendra Modi, has been very keen on protecting the idea and spirit of federalism, I think that itself gives NEDA the advantage of being regional in character but national in outlook. I am confident that working within the framework of the NEDA, we will be able to converge our regional and State aspirations seamlessly with national goals,” Pul said.
For this, he stressed that it was essential that the BJP-spearheaded NEDA must offer 3 clear alternatives- a respect for federalism, access to party leaders and quick decision-making. Outlining how, in the earlier Congress governments, Chief Ministers of States would need to wait for days for an appointment with a Central leader or Minister, he compared that to the today’s scenario when there was an ease of access, with Central Ministers and high level central Govt officials visiting the region regularly. Students seek magisterial inquiry into MGNREGA scheme

ITANAGAR, Jun 23: Alleging poor implementation of MGNREGA scheme at Pidi and Monigong blocks in West Siang district, the West Siang unit of District Adi Students’ Union, has appealed to the state Chief Secretary to launch a magisterial inquiry into the issue within 10 days.
In a press conference jointly convened by the West Siang unit of District Adi Students’ Union and Adi Students’ Union (Apex) at the Press Club here on Thursday, AdiSU General Secretary, Buteng Tayeng claimed that despite lodging of several complaints by the PRI members and GBs of Mechuka sub-division to the DC, no action has been initiated by the concern authority so far.
Citing official documents, Tayeng said that West Siang DC-cum-DPC MGNREGA, DRDA issued 11 sanction orders on Jan 8, 2016 amounting to Rs. 21, 27,023 for the financial year 2015-16. Following the sanction order some works were executed at Monigong. He however, claimed that the locals have alleged the area’s BDO of grossly violating MGNREGA norms as the work being executed is of substandard quality.
He further claimed that the Monigong BDO did not issue job cards for employment since 2009-10.
‘On cross-checking with the official website of MGNREGA, we found that the BDO did not hand over job cards to many of the workers whose names were already listed as eligible job card holders while, many government employees were also included in the list, thus violating the guidelines of MGNREGA,’ said Tayeng adding that as per the norms all job cards must remain in the custody of the workers concerned and if the job card is found in the possession of any Panchayat or Mahatma Gandhi NREGA functionary without a valid reason will be considered as an offence punishable under section 25 of the Act.
AdiSU seeks better education facilities

ITANAGAR, Jun 23: Highlighting the various issues hampering the implementation of quality education in four Siang Valley districts, Namsai and Lower Dibang Valley, the Adi Students’ Union (AdiSU) (Apex) has appealed to the state government to initiate concrete steps to improve the dismal education scenario.
Addressing media persons during a press conference at the Press Club here on Thursday, AdiSU (Apex) General Secretary, Buteng Tayeng appealed to the state government to address issues like dilapidated school buildings, shortage of subject teachers, poor implementation of Mid-Day- Meal scheme, uniforms and books supply and granting of stipends on time etc. in the larger interest of the student community.
The Union has earlier submitted a charter of demands with the state Chief Secretary seeking posting of adequate teachers in the entire schools of the aforementioned districts before July 25 next.
‘We have inspected all the schools in the abovementioned districts and found most of them in a dilapidated condition. Some schools do not have desk and benches, or a proper ceiling while some have no water facilities or separate toilet for boys and girls besides, there is the recurrent issue of shortage of teaching staff’, Tayeng claimed. The Union has also appealed to the Chief Secretary to constitute a high-level inquiry committee to assess the quality of work being undertaken by concern executing agency at Government Degree College Geku, Upper Siang district.
State govt to go paperless by Aug
ITANAGAR, Jun 23: The Govt of Arunachal Pradesh is all set to go paperless by August 15 this year.
The e-Office suite will be made functional in the State Civil Secretariat after which there will be no manual movement of file. A Project Steering Committee and a Project Implementation Committee will be set up to ensure that the project is implemented on time. A comprehensive training module will be put in place to train all users of this application. Digitization of legacy data will be undertaken to ensure continuity.
The main highlights of this application is that all Govt files will be processed and decisions taken electronically by using digital signatures by all decision makers. File tracking system will ensure speedy decision making and transparency in decisions will be ensured.
This decision was taken during a meeting chaired by Chief Secretary Shakuntala Gamlin and attended by Principal Secy (Home and Personnel), Secy (IT), Secy (Planning), Director (IT) and Sr. Technical Director, NIC, New Delhi, Rachna Srivastava at Itanagar on Thursday.
Earlier, the team from National Informatics Centre, Delhi made a detailed presentation of the “e-Office Suite”- a successful government office solution developed by NIC, Govt of India. The application in addition to the file management system also has provision for Knowledge Management System, e-Leave, e-Tour, e-Service book, Information Management System and Collaboration and Messaging Services.
One electrocuted in Leporiang, ZPM seeks action
ITANAGAR, Jun 23: ZPM Leporiang Nabam Tara informed that on the morning of June 16, one Nabam Taung was electrocuted to death after he came in touch with a high-tension line while replacing a broken fuse on a pole at De-Dolo village under Leporiang circle.
The father of one child,Taung was appointed as a lineman on self help basis by the power department, Sagalee Sub-Division.
The ZPM appealed the State Govt and the concerned authority to compensate the bereaved family members.
Since the implementation of Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGVY) at 2008, every village at Leporiang Circle was electrified but the Govt. has failed to appoint requisite manpower for effective functioning of the Scheme, he said.
There are few personnel appointed on self help basis in the area. In absence of trained personnel, several mishaps have occurred and three people have died so far, he said as he demanded for posting of officials.
He alleged the government of not showing any interest for the effective implementation of the RGGVY scheme in Leporiang Circle.
Nyishi Idol-Season 5 from June 25

ITANAGAR, Jun 23: Nyishi Idol season 5 is all set to begin from June 25 next when the district level auditions will be held to select the participants. A maximum of 10 and a minimum of seven participants will be chosen from all the Nyishi inhabited districts and Charduar in Assam. They will then undergo a state level mega audition round on July 3 next from which top 20 participants will be chosen. It is being organized under the banner of Nyishi Arts and Culture Welfare Society (NACWS).
Informing this to media persons at Press Club on Thursday, organizing chairman, Ashok Tajo Sonam said that Nyishi Idol is their attempt to encourage youngsters speaks their own dialect.
“It is our attempt to make these youngsters learn their language who otherwise seem to have forgotten it,” he said.
He informed that the winners of all the district level Nyishi Idol will get direct entry into its elimination round.
The winner will be awarded with cash prize of Rs 3 lakhs and two audio-album contracts, while 1st and 2nd runners up will receive Rs 1.5 lakhs and Rs 1 lakhs as prize money with album contract.

Governor asks Army to conduct Pre-recruitment training
ITANAGAR, June 23: Expressing appreciation for special consideration for local youth in Army recruitment procedure, Governor of Arunachal Pradesh, JP Rajkhowa has called on to extend the ‘Pre-recruitment Training’ to all the districts of the state.
The Governor was interacting with Major General, Vikal Sahni, General Officer Commanding, 56 Infantry Division, Likabali, who had called on him at Raj Bhavan, Itanagar on Thursday. The GOC briefed the Governor on the follow up action taken after of the Army Commander’s meeting with the Governor which was held on May 19 at Raj Bhavan.
The Governor commended the Indian Army for the prompt response and expressed hope that generous initiative from the Army will instill sense of security amongst the local people. With cordial relationship, the local villagers can act as force multipliers for the regular Army units, and significantly enhance their border guarding potential. The Governor advised the Army to coordinate with the district administration and with the Goan Burahs of border villages for conducting any multifaceted civic action works for the benefit of rural population at the village level.
The Governor said that for better coordination at the highest level, a high-level Security Review Meeting would be convened soon. The meeting would address the concerns of the safety and security the state, which has 1680 km of international border and disturbed by cases of spill over militancy, the Governor, on behalf of the people of the state conveyed sincere condolence to the GOC on the demise of Lt. Col. Pankaj Chauhan in a road accident. Lt Col. Chauhan of 218 Medium Regiment was stationed at Likabali, West Siang District under 56 Inf Div.
Earlier, the GOC informed that orders have been issued to various Army formations in Arunachal Pradesh to conduct medical camps, providing study materials to the local children and ration items to people, where it is required in the border areas under Operation Samaritan. He said that focus is on interior and less developed areas of the border areas.
On the special height and chest considerations for indigenous communities during the Army recruitment, the GOC informed that the issue has been taken up. He added that the Army formations have conducted special recruitment rallies in Daporijo and Likabali and 75 boys have been recruited. Pre-recruitment trainings are provided where local boys are groomed so that they can join the Indian Army.

Coordination vital for proper execution of waste management: CS
ITANAGAR, Jun 23: State Chief Secretary, Shakuntala D Gamlin has urged the general public and all the stake holders including the Municipal Council to work in close coordination with the UD and health department, DC’s office and the Pollution Control Board for proper execution of solid waste management in Itanagar Capital Complex as well as in other districts of the state.
She was addressing a meeting on Thursday held to discuss the ways and means of effective implementation of revised Waste Management Rules i.e. Solid Waste Management Rules, 2016, Bio-Medical Waste Management Rules, 2016, Plastic Waste Management Rules, 2016, Construction and Demolition Waste Management Rules, 2016, Hazardous and other Wastes (Management and Transboundary Movement) Rules, 2016 and E-Waste Management Rules, 2016, at the Chief Secretary’s Conference Hall.
The Chief Secretary further emphasized the need to implement waste management rules notified by the GoI within the time frame prescribed.
She also advised to start door- to-door collection of segregated solid waste and transport the same to identified land fill site on a daily basis.
Since disposal of the biomedical waste generated from hospitals have a bearing on the health of the citizens and the overall environment, the Chief Secretary called for developing appropriate waste disposal facilities as per the notified rules and asked all the concerned officers to adhere to the SOPS and engage designated /qualified agencies for the purpose.
Further, it was decided in the meeting that the Itanagar DC will enforce ban and regulate the use of carry bags in the Capital Complex. She also advised Municipal Councilor for installation of paper recycling plant and to enforce the use of recycled paper bags uniformly.
The UD department should also organize awareness programmes on management of solid waste by inviting all the local body members including officials of the concerned government departments at Itanagar, she added.
Special outreach programme by DFP
DIYUN, June 23: A Special Outreach Programme to inform the people about the schemes launched by the Centre during the last two years was organised by Directorate of Field Publicity, GoI, Ministry of I & B, Nampong unit on June 22 at Sompoi village under Diyun circle of Changlang.
Speaking in the function, Chairperson Diyun Anchal Block, Provawati Deori appealed the gathering to get acquainted and benefit from the schemes and programmes as it was for the rural people. She also requested the implementing agencies of various flagship schemes to clearly inform to the people on the schemes.
Speaking about the social security schemes, Branch Manager, SBI Diyun, Mridul Hazariika elaborated the gathering about PMJDY, PMJJBY, PMJSY, APY, Sukanya Samridhi Yojana etc. The manager also called on the participants to come to the bank and avail the schemes.
Medical Officer, CHC Diyun, Dr. M. K. Thakuria briefly informed about Mission Indradhanush, JSSK and JSY.
JE RWD, N. Singh spoke about PPMGSY and PMAY and Supervisor, ICDS Diyun, Osup Tayeng briefed the gathering about Beti Bachao Beti Padhao scheme.
HGB Sompoi-II, Hiteswar Deori, FPO, Tezu, Mihir Kumar Jha and FPO, Nampong, S. K. Deori also spoke during the programme.
Around 500 people including PRI members, officers, youths, villagers participated in the programme. Artists from Song & Drama Division, Guwahati entertained the participants through song, dance and theme based drama to mark the event.
Avenue plantation at Tourist lodge
ITANAGAR, June 23: A day long training programme was organised by Krishi Vigyan Kendra, Upper Subansiri under the sponsorship of ATMA at Puchigeko on June 21.
The aim of the programme was to impart knowledge to the farmers about improved practices over their existing traditional method of cultivation to mitigate low production, pest and disease problems.
PA (Fisheries), Dipjyoti Bora spoke about the design and construction of ideal fish farm and requested the farmers to follow the guidelines at the time of pond construction. SMS (Agronomy), Arvind Pratap, delivered a lecture on commercial and scientific method of soybean cultivation. SMS (Plant Protection) Nani Yampi presented on ‘Pest and Disease Management of Citrus’. She spoke on different cultural and mechanical method of managing citrus pest and diseases and also advised the farmers to use bio-pesticides over chemical pesticides.
A total of 43 beneficiaries of four villages benefitted from the programme.
Avenue plantation at Tourist lodge
DAPORIJO, June 23: An avenue plantation was held at Mell Botom Tourist Lodge compound, Daporijo on June 22.
Upper Subansiri, Deputy Commissioner, Komkar Dulom, SP, Taru Gusar and all the Head of Departments took part in the avenue plantation programme.
Altogether 75 saplings from seven species of flowering, evergreen and medicinal species were planted. The plantation programme formally marked the conclusion of ‘Dapo Green Mission” launched earlier this year.
Speaking in the function, DC, K Dulom called onto continue the plantation programme under “Dapo Green Mission” next year.
Eye camps, blood donation to mark Doctors’ Day
ITANAGAR, Jun 23: The state unit of the Indian Medical Association (IMA) will organize a free diabetic and eye disease screening camps at Tomo Riba State Hospital and RK Mission Hospital on July 1 as part of the Doctors’ Day celebration.
IMA state president Dr. Lobsang Tsetim on Thursday urged patients to get themselves registered at the eye department of both the hospitals, adding that those in need of further management would receive treatment at concessional rates at both the hospitals.
Further, the management will include diagnostic investigations and treatment through laser therapy, Dr Tsetim said.
The association will also organize a blood donation camp on the occasion.
NSCN (R) cadre apprehended
CHANGLANG, Jun 23: A NSCN (R) cadre was nabbed by Assam Rifles from Saching village on early hours of Wednesday.
Acting on intelligence input, the Assam Rifles personnel apprehended SS Pvt Ngeungthung Techi (28). A .22 bore Chinese pistol with magazine and three live rounds were recovered from his possession. The cadre was part of the IFC on May 6 in Changlang and had carried out extortion in Changlang and Manmao.
The apprehended NSCN cadre was handed over to the Changlang police station and case has been registered against him and further investigation launched, the report added.
Kena calls for early railway line
ITANAGAR, Jun 23: Parliamentary Secretary, State transport services and land management Jomde Kena appealed for early completion of the 12kms rail line connecting Silapathar with Likabali saying that it would bring in tourists from other states and abroad to visit historical places like Akashi Ganga and Malinithan. He said this during the 92nd North Frontier Railway meeting at Maligaon, Assam on Thursday.
He also suggested that Naharlagun-New Delhi AC Express should run twice in a week.
End Malaria for good
TEZU, Jun 23: A mass awareness rally was organized on Wednesday at Tezu, as part of Anti Malaria Month, with an aim to spread awareness on malaria, organized by District Vector Borne Disease Control Programme,Tezu Lohit District with the theme-‘End Malaria for Good’.
During the flag off ceremony, District Vector Borne Disease Control Programme Officer, Dr. S.Towang(SMO) said that the observation of anti malaria month is to bring about sustainable changes in the community behavior towards the elimination of malaria and other vector borne diseases.
He further said that to eliminate malaria, community participation is the key components which need to be intensified.
The rally showed participation by the employees of health department, teachers and students of Govt Higher Secondary school and T.C.M School.
DC calls for coordinated effort while laying OFCs
TAWANG, June 23: Tawang DC, Kashish Mittal has requested the agencies laying OFCs to inform the stakeholders like the departments involved in road, drainage construction and cable laying regarding the location, length and depth so as to rule out any damage and confusion.
The DC was speaking at the district coordination committee meeting held on Thursday to discuss the status of OFC laying in the district. EE (PWD), Technical Manager (BSNL), Manager (Airtel), Cluster Engineer (Vodafone) and Assistant Engineer (Railtel) attended the meeting.
The DC has asked all the service providers to make genuine efforts to rectify any shortcomings that might result in poor performance and increase the reliability of the customers. While advising the Airtel and Vodafone to expand their services beyond the headquarter, he said that the same would not only benefit the locals and Army setup, but also go a long way in promoting tourism by making the tourists feel connected thereby instilling a sense of security.
The DC also assured full cooperation from the district administration in all their endeavours.
On being enquired about the ROW clearance, Railtel informed that the clearance from BRO is awaited and other formalities have been completed. As for the connection in all schools through NOFN, it was informed that the process for the same would soon be initiated. It was also informed that no underground OFCs as of now has been laid by BSNL, Vodafone and Airtel, instead routes have been laid overhead using GI poles and bamboos. DIPRO
Subject teachers, basic facilities for schools sought
ITANAGAR, Jun 23: Claiming that the schools in remote areas of Gensi, Kangku and Sibe are functioning without subject teachers and basic computer facilities, the Jigo Yego Students’ Union (JYSU) has in a letter to the Deputy Director School Education, West Siang district on Thursday appealed to him to address the issues at the earliest.
It has further demanded immediate posting of subject teachers at GHSS Likabali, GSS Kangku, GSS Gensi, GSS Dipa, Upper Primary School, Hime, Sogum, Mingmang and Silli besides, supply of sufficient books, grant of funds for stipends, Mid-Day-Meal and computer sets at every school.
New ZPC assumes office
ITANAGAR, Jun 23: ZPM, Khela-Lamsa Sontug Bangsia assumed her office and assignment as 15- Tirap Zilla Parishad Chairperson on Thursday.
Earlier motion of No Confidence was moved by three PPA ZPMs against ZPC Chawang Lowang.
Accordingly, the hearing of the motion was held on June 22 by the Member Secretary where five ZPMs out of seven including Independent ZPMs were present. The Members unanimously selected Sontung Bangsia, unopposed as the Zilla Chairperson.
The previous motion of No Confidence against Chawang Lowang was challenged in the Gauhati High Court, Itanagar permanent Bench. The High Court had issued a stay order stating that the notice issued by the Member Secretary is in violation of section 63(1) with a liberty to move the motion of No Confidence afresh.
‘Rhythm for Charity’ on Sunday
ITANAGAR, Jun 23: The Buddhast Event Management will organize a busking event, titled ‘Rhythm for Charity’, at Siddhartha Vihar Gompa here on Sunday, on behalf of Seppa-based NGO Kampu Hollen Orphanage (KHO).
Royal Flush and participants of the recently concluded ‘Arunachal Got Talent’ contest will present music and dance performances as part of the event. A donation box will also be kept at the venue, and the collected proceedings will be donated for the upkeep of 25 orphan children in KHO’s care.
KHO is run by Renu Bengde without any aid from the government.
Urging people to attend the show, Buddhast Event Management CEO Aga Taku said t-shirts from the orphanage would also be distributed during the event.
A similar busking event for KHO had been organized at IG Park recently, and another will be held at East Kameng headquarters Seppa on July 30.
MWS to grant financial assistance to students
ITANAGAR, Jun 23: The Muskan Welfare Society, an initiative of the Raj Bhavan would be providing one-time financial assistance to two meritorious students of each district coming from economically backward backgrounds.
Class X pass students going for college education will be granted Rs 15,000 while Class X/XII pass students going for technical diploma course would be given Rs 20,000/-.
The society will extend assistance of Rs 20,000 for Class XII pass students that are going for Humanities/Science and Commerce courses and Rs 25,000 for students seeking to pursue MBBS and engineering courses.
Training on cultivation of summer vegetables
ITANAGAR, June 23: A one-day training programme on cultivation of summer vegetables was conducted at Metengliang village by Agriculture Department under ATMA on June 19.
ADO Khupa, S. Bhattacharjee briefed the farmers about the importance of organizing the training and also highlighted the subsidies available and agricultural schemes.
DAO, Toggul Pertin called on the farmers specially the women folk to grow more vegetable crop as there is very less production and high demand of vegetables in the district. She emphasized for educating the women of the house to educate the whole family’. Giving a detailed information on the ongoing agricultural schemes like direct benefit transfer, Soil health card, Chief Minister Farm Mechanization and Pradhan Mantri Krishi Sichai Yojna, the DAO asked the farmers to avail the benefits.
Resource persons, SMS Horticulture, R. Eko delivered on cultivation of summer vegetables and emphasized the farmers to take up vegetable farming to meet the shortage of demand that occurs usually during landslides, causing blockade leading to unavailability of the vegetables in the region. As the district receives heavy rainfall leading to crop damage, she suggested the farmers to raise the planting materials in pro-trays or polybags.
SMS Plant Protection, Dr. S. Ngomle made aware the farmers about the preventive measures of pest and disease control and emphasized more on organic means of approach. He also highlighted the alarming infestation of viral disease in the large cardamom plantation and suggested its precautionary measures.
Farmer’s Club, president, Damkrelum Chiba gave a talk on the importance of vegetable farming in the local dialect.
Altogether 60 farmers including rural youth and women participated in the training.
Skill development dept sends 135 more trainees
ITANAGAR, June 23: Department of Skill Development and Entrepreneurship has sent 135 candidates for training outside the state, for which a briefing –cum-send off Programme was organized in Udyog Sadan, Itanagar on Thursday.
40 candidates will be trained in Injection Moulding Machine Operator (IMMO) in plastic sector at Central Institute of Plastic Engineering Technology (CIPET) at Balasore (Odisha), a GOI undertaking under the Ministry of Petro Chemicals, 60 will be trained in Integrated Course in Beauty & Hair Dressing at SBJ Centre for Excellence at Greater Nioda and 35 will be trained in Information Communication Technology (ICT) at JIS Institute of Skill Development at Kolkotta.
Director, Skill Development and Entrepreneurship Subu Tabin, along with Dy Director (Skill Development)K. Sarma, Assistant Director J. Riba, Administrative Officer, A. Lapung and representative of respective Vocational Training Providers briefed the youth about the training programme.
“It is important to mention that 99 per cent of trainees are going outside the state for the first time. As such, giving orientation programme to the trainees are immense important” Director Tabin.
The cost of the training are being borne by Govt. At the end of the training the candidates will undergo an assessment to be conducted by an empanelled and professional organization and 70 percent Job placement at minimum monthly salary of Rs. 10,000/- in hand will be offered to the candidates. The trade certificate will be provided to successful candidate by National Council for Vocational Training (NCVT), New Delhi.
Infrastructures dedicated to public at Roing
ROING, June 23: A OPD block, maternity ward, indoor patient block and eye care unit at District Hospital, Roing and a Gymnasium centre at the General Ground were dedicated to the people of the district on Thursday.
The public infrastructure were formally inaugurated in a function by Parliamentary Secretary (WRD), Gum Tayeng and Parliamentary Secretary (PWD & Sports), Mutchu Mithi in presence of Lower Dibang Valley Deputy Commissioner, Ravi Dhawan, ADC, Ruchika Katyal, S.P, Sanjay Kr. Sain, ZPC, Sipi Elapara, ZPM, Starson Saring, HoDs, PRI members, public leaders, GBs and other govt officials.
Advocating the importance of cleanliness and maintenance of the District Hospital, Parliamentary Secretary, Gum Tayeng called on for utmost care and requested the health staff to deliver the best service to the people. Citing the example of good medical facilities of other states where medical tourism has boosted the economy of the state, she also called on the medical staffs to develop hospitality and benevolence in dealing patient and public.
Addressing the function, Parliamentary Secretary, Mutchu Mithi appreciated the yeoman services delivered by the doctors and medical staffs and urged for better co-ordination among the various departments for over all development of the district. Mithi also called for motivational and innovative approach to inculcate in oneself, and sought the support and guidance of all for speedy development of the district in particular and state as a whole. He also called upon the officials, public and students to participate in physical exercise for sound health.

Battered roads fed on hope
When monsoon come calling, by and large, it generates hope for the four-
Since Arunachal Pradesh is a resource-
But the question hovers: How long the people will live in hope without visible improved road infrastructure in the gateway of Arunachal Pradesh.
When road condition worsens, blame game will continue. Some may blame loose soil,
quality of road maintenance, absence of proper drainage system, lack of proper mechanism
for garbage lifting and disposal as the main causes for deteriorating condition of
national highway in Capital region. And amidst blame game, authorities will suddenly
come with a solace giving us hope that road renovation work will start when rain
stops or monsoon is over. The saga is going on for last many years and the people
still live in hope that everything will go well with the start of four-

NEEPCO jobs
Dear Editor,
NEEPCO is supposed to have advertised for 55 posts/jobs in Jan 2016. The method of publicity/submission of applicants/receipt of documents and final conduct of various posts is not very clear; at least for people of Arunachal Pradesh. If you go to their official site/portal you shall find that some of the exams are on 26.06.2016 at their places of convenience. They have asked for submission of documents by 03.07.2016 when the exam is on 26.06.2016 ? If you check the lists of applicants/candidates you will find that only a few Arunachalese are in the Security Havildar posts. Are Arunachalese not even fit for entry in the candidates lists? If jobs in NEEPCO are all India basis we too are eligible. If NEEPCO is taking up projects in our state we have the right to apply for the jobs. Why this kind of shabby treatment to us? In this connection there was a strike at NEEPCO the other days.
Therefore, there is a requirement for a media trial as to stop further maltreatment by the company. We are sure that you will be able to dig out the truth and stop them from further ill treatment to Arunachalese.
